I was humored/chagrined that I saw this so much. The bags clearly say on them:
USA Corn
Not to be Sold or Exchanged

We donate grain and corn for the needy and it winds up being sold in the market.
In this case, just as I was taking the photo, someone came to take away the price tag. 20,000 (meticais) was around US$7, as I recall, an enormous sum for the average Mozambican.
